If Brown thought he could actually win the referendum, I'm sure there would be one in no time.
My guess is he's not as pro-EU as he suggests, but he's not really energised enough in his mind to do otherwise!
But if he says he doesn't want a referendum, he won't be challenged on that point. Just like he wouldn't be challenged on his actions whilst at the Treasury.
